About this Special Election
The final special election for the recently vacated City Council at-large Group 2 seat will be held on November 4, 2008. This election will be held city wide, so any registered voter in Duval County may participate. In addition, because city elections are now unitary (a format John Crescimbeni advocated in 1991 - when Republican and Independent voters were precluded from participating in that year’s mayoral election), any registered voter may participate – regardless of party affiliation.

About At-Large Council Members
The Jacksonville City Council consists of 19 members: 14 district council members and 5 at-large members. The at-large members are elected city wide by all voters while the district council members are elected by only the voters living within their respective district. In an attempt to avoid having all at-large members living in the same part of town (or same neighborhood, for that matter) the city is also divided into 5 at-large residency areas. Although still elected city wide by all voters, one at-large council member must reside in each of the residency areas.
